We keep multilingual content visible in-browser for testing while blocking search indexing until review is complete. That protects readers and avoids incomplete, machine-first text from ranking before legal and policy checks.
If a locale page is incomplete, it stays noindex, follow and still carries the language notice so users can understand why it is visible but not indexed yet. Once reviewed, the content switches to indexable with hreflang links enabled.
